Please refer to the table below on validity period of crew change applications, which will apply with immediate effect. Local ship agents are urged to work with ship owners/companies and manning agencies to provide timely updates to MPA with regards to the existing crew change applications in order to prevent crew change applications from lapsing.
Status of Application: Existing in-principle no objection (IPNO)
Circumstance: Vessel delay
Validity: Remains valid for a maximum of 2 weeks after declared ETD Singapore in the first issued in-principle no objection
Conditions: Update must be provided before the declared ETD
Status of Application: Existing in-principle no objection (IPNO)
Circumstance: Postpone crew change to next call
Validity: Next call to be within 2 weeks of declared ETD Singapore in the first issued in-principle no objection
Conditions: 1. Different purpose of call will require new approval & 2. Tentative new details must be provided at least 3 days before the first submission of required documents for final no objection
Status of Application: Pending agent’s reply to clarification email (IPNO not issued yet)
Circumstance: Request for in-principle no objection (when vessel delayed or postponed to next call)
Validity: Application remains valid for a maximum of 2 weeks after declared ETD Singapore in the preliminary crew change application
Conditions: Update must be provided at least 3 days before the declared ETD. Otherwise a new application should be made.
Note: All required information and/or documents requested by the case officer during the clarification phase shall be submitted at least 3 days before the date of earliest on-signer’s flight to allow sufficient processing time. Late submissions will not be processed.
Status of Application: Pending agent’s reply to clarification email (IPNO not issued yet)
Circumstance: Request for final no objection (when vessel delayed or postponed to next call)
Validity: Application not valid since no IPNO.
Conditions: Application not valid since no IPNO.
