Modifications to Maritime Complementary Services Tariffs

The Panama Canal Authority (ACP) announces modifications to Maritime Complementary Services Tariffs approved by the Administrator, including the Transit Reservation System.

These modifications seek to reflect the actual value of the services provided to our customers, as well as improve the level of service, and optimize transit and port call operations. Modifications include adjustments to fee amounts, changes in tariff structure and descriptions, and new charges and tariff series.

FRESH WATER SURCHARGE
Modifications to Existing Tariffs: 1500.0100 Variable portion of the Fresh Water surcharge

OPERATIONAL FEES
Modifications to Existing Tariffs: 1065.0000 Charges for exceeding minimum visibility limitations
New tariffs:
- 1080.0000 Canal Port Captain (CPC) Inspection charge
- 1085.0000 Emergency and surveillance equipment (Firefighters) Availability Service
- 1086.0000 Disruption Charge
- 1088.0000 Vessel plans approval service

TRANSIT RESERVATION FEES
Modifications to Existing Tariffs:
- 1050.0220 – 1050.0227 Swapping
- 1050.0420 – Cancellation of auctioned slot
- 1050.0620 – Late arrival fee for vessels that have acquired a Just in Time (JIT) transit service
New tariffs:
- 1050.0271 – 1050.0274 Change in booking date
- 1050.0232 – 1050.0236 Substitutions
- 1050.0228 – 1050.0229 Swapping
- 1050.0440 – Booking surcharge in the Neopanamax locks on days of high demand
- 1050.0450 – Neopanamax auction slot on days of high demand
- 1050.0460 – Special auction slot on days of high demand
- 1050.0621 – 1050.0623 Fee for ships that are awarded the Just in Time transit service
- 1050.0480 – 1050.0485 Transit Date Advancement for booked container vessels

The aforementioned changes have been classified into three categories:

  1. Fresh water surcharge: Modification of the formula used to calculate the variable component, ranging from a minimum of 0 percent to a maximum of 10 percent of the vessel’s tolls, depending on the Gatun Lake level, instead of the current formula that ranges from 1 percent to 10 percent. This change is being implemented in response to feedback from our customers and in line with the Panama Canal’s improved water management system.

  2. Operational fees: These tariffs aim to ensure compliance with vessel requirements for transiting the Panama Canal, published yearly in Notice to Shipping N–01 (https://www.pancanal.com/eng/op/notices/index.html) to avoid costly disruptions to the transit schedule, and thus customers’ itineraries, as well as to cover the cost of services previously provided without charge.

  3. Booking fees: Modifications of current tariffs and the introduction of new tariffs to reflect the supply and demand conditions for our service, and the actual value the Panama Canal generates to customers.
